Generally, here's how it went. I requested information on three things: 1) Can you exit a traffic circle from the center lane without signalling or yielding to vehicles in the right lane? 2) Is it legal to change lanes in a traffic circle? 3) Can you travel around a traffic circle in the right hand lane?

1) Yes. He said, "The way it was explained to me..." you do not have signal or yield to exit from the center lane.

2) The law is vague about traffic circles, and 99% of the time no citation is issues. Unless a specific law is broken, the Deputy Seriff I spoke to said he never issues a citation.

3) This question was not specifically answered. However, the driver's handbook does explain lane markings and says that to cross a broken white line you must signal and move when it is safe to do so. The statutes also put the responsibility on the driver that is changing lanes to make sure there is a space in traffic to move into without causing other vehicles to manuever to avoid you.

The Deputy did point out that there was only one law that specifically applied to traffic circles, and it only says that traffic moves counter clockwise, and you can't drive on the center island. Not real useful.

Now, about driving around the circle in the right lane, the implication is that you can, but you have to realize that every time you pass an exit you are crossing a broken white line, which requires you to signal and yield. From the left hand lane, the white line usually ends prior to the exit and resumes again after the exit, which means driver's on the inside lane are not changing lanes and do not have to signal or yield.
